I know if 2 people play on Medium skill level then about 240K fans are all you can possibly get. But can you get more than that if one person say plays easy or medium, and the other person plays on Hard or Expert? So basically does one person playing on Hard help the band overall?

Basically, no. The popularity of the band is based on the level of the lowest skilled band-mate.
